8a82068b2b Upgrade to elm 0.18 
That took a while to fix. Some things are still
broken, and it seems like there's an infinite loop
or something that kills the site when going to the
non-existent alerts route. Something with the
redirect is funny, too.

- Fix redirect (top level with no hash should go
to alerts)
