Correctly interleave ogg packets per granule
and set eos correctly, 2 packets buffering is needed.
It duplicates interleave_per_dts a bit,
if someone has a good solution, I'll implement it.

The only new warning this causes (if i didnt miss one) is:
udp.c:272: warning: comparison of unsigned expression < 0 is always false
which is a real bug
