You must follow the following instructions to use Syncplay with VLC:

Place the syncplay.lua file from /resources/lua/intf/ into the main (all user) VLC /lua/intf/ sub-directory:
* Window: %ProgramFiles%\VideoLAN\VLC\lua\intf\
