James Carter 4b5abdcd31 libsemanage: Optionally allow duplicate declarations ... Add a configuration option that when set to "true" allows duplicate type, type attribute, and role declarations and duplicate context rules. The default is set to "true" to support the removal of the special handling of certain roles when converting a policy module to CIL without causing problems for existing policies.
