There are six instances when the CIL policy is being built or resolved where an error can be detected, but SEPOL_OK is returned instead of SEPOL_ERR. This causes the policy compiler to continue when it should exit with an error. Return SEPOL_ERR in these cases, so the compiler exits with an error.
