b13c44c367 libselinux, libsemanage: respect CC and PKG_CONFIG environment variable
Compilation tools respects certain environment variables, like CC.
However, in libselinux and libsemanage, they are not respected
everywhere. This command fixes respect for those variables, falling back
to the previous hardcoded values if not specified.

9792099fd7 Properly build the swig exception file even if the headers are missing
During build if the headers are not installed in the system path, the
generated swig exception (.i) file might be empty.

Changed name to selinux_python_exception.i

WOrks for me on F11 and F12
