Introduce a helper to remove SELinux file security contexts.
Mainly for testing label operations, and only for SELinux disabled
systems, since removing file contexts is not supported by SELinux.

Commit f1352e7399 ("policycoreutils: setfiles - Utility to find

without adding it to .gitignore.

Reads in a policy package file via stdin or via filename, and writes out
the equivilent CIL to stdout or to an output file, depending on the
parameters passed in.
