Update vscode launch/task configuration.

Browse Source 
Adds debug/release launching. Cleans up much. Also updates tasks.json schema to 2.0.0 which supports multiple commands.

Can't use until https://github.com/Microsoft/vscode/issues/22250 is fixed.
