Robert Marko acc4add9a7 ipq40xx: add shinfo based DSA tag driver 
IPQ40xx requires a special DSA tag driver despite using the QCA8337N
switch.
However they have changed the header format and the existing QCA tag
driver cannot be reused.

description.
