realtek: rtl931x: drop CONFIG_NO_EXCEPT_FILL hack

On RTL931x builds, CONFIG_RTL931X was used as a stand-in for
CONFIG_NO_EXCEPT_FILL.  Now that the latter is always selected for
devices in the realtek target, this hack can be removed. Resulting
device images are binary identical.
