realtek: phy: fix RTL8218D detection
Currently RTL8218D detection works for a range of devices. That can lead to false positives. E.g. RTL8218B or RTL8214FC are covered by the detection mask as well. That is wrong. Nail detection down to the real RTL8218D phy id.
