Add support for VDPA devices management

Current implementation support
following functions:
- VDPANewDev
- VDPADelDev
- VDPAGetDevList
- VDPAGetDevByName
- VDPAGetDevConfigList
- VDPAGetDevConfigByName
- VDPAGetDevVStats
- VDPAGetMGMTDevList
- VDPAGetMGMTDevByBusAndName
