wm4 63b34143a5 cue: accept lower-case cue commands
Some files appear to use them. In the sample I've seen, one field was
"Performer" instead of "PERFORMER".

This change is slightly risky, because it increases the chance of
misdetecting other formats as cue files.

Fixes #4057.
