arpi 0f6fe4b673 - updated to use new stype ICopen (filename passed in the icopen struct)
- ICSendMessage now calls SendDriverMessage instead of re-implementing it
- simplified teh WINE_HIC mess
- removed some unused and broken func, like ICLocate
