13b723459b Replace a really ugly hack by a clean but not thread safe solution. 
(no threads so no problem anyway ...)
This fixes the segfault with lavf muxing.

7420952caf Request a timer resolution of 1 ms on Windows, the default of 
between 10 and 55 ms (depending on OS version) is too inaccurate
for our needs.
