Removing lio_23xx_vsw.bin which has a security vulnerability.
This binary was published originally as a proof-of-concept and is
not installed in any production devices and should not be used. In
addition, the aforementioned LiquidIO devices are end of service.

Add support for CN2360-210SVPT adapters. CN2350-210SVPT is early access.
These adapters do not support auto-negotiation and are fixed at 10G speeds.

This version adds support for CN2360-based 10G adapters, as well
as improvements in performance. VXLAN offload and general UDP
performance are improved. Interrupt moderation is also improved.
This version has performance improvements for CN23XX-based LiquidIO II
adapters, as well as some stability fixes.
