Drop ABI artifacts that are local to a function

* src/abg-dwarf-reader.cc (get_scope_for_die): If the parent die
	is  DW_TAG_subprogram then just drop the whole thing on the floor.
	(build_ir_node_from_die): When the scope is NULL, just drop the
	whole thing on the floor.
