gen-changelog.py: Fix a long standing typo

While looking at something else, I stumbled upon a long standing
copy-paste typo where we refer to original GNET (from gstreamer) in
lieu of libabigail.  Fixed thus.

	* gen-changelog.py (get_rel_tags): It's libabigail, not GNET.
