readme: update RHEL-based distributions

Browse Source 
* remove the Fedora release number
* add part of the $(uname -r) to kernel package specifications
* add patchutils as an optional package to satisfy kpatch-test
* update to the latest ccache rpm URL @ dl.fedoraproject.org
