William Lallemand d5b464bfee REGTEST: run-regtests: implement #REQUIRE_BINARIES
Implement #REQUIRE_BINARIES for vtc files.

The run-regtests.sh script will check if the binary is available in the
environment, if not, it wil disable the vtc.
