Since 2.4-dev18 with commit b4476c6a8 ("CLEANUP: freq_ctr: make arguments of freq_ctr_total() const"), most of the freq_ctr readers should be fine with a const, except that they were not updated to reflect this and they continue to force variable on some functions that call them.
