REGTEST: added tests covering smp_fetch_hdr_ip()

Added new testcases for all 4 branches of smp_fetch_hdr_ip():
- a plain IPv4 address
- an IPv4 address with an port number
- a plain IPv6 address
- an IPv6 address wrapped in [] brackets
