REGTESTS: ssl: re-enable set_ssl_cert_bundle.vtc 

The new "ssllib_name_startswith(OpenSSL)" command allows us to
reactivate set_ssl_cert_bundle.vtc with >= OpenSSL 1.1.1 only.
