MINOR: mux-quic: do not ack STREAM frames on unrecoverable error
Improve return path for qcc_recv() on STREAM parsing. It returns 0 on success. On error, a non-zero value is returned which indicates to the caller that the packet containing the frame should not be acknowledged. When qcc_recv() generates a CONNECTION_CLOSE or RESET_STREAM, either directly or via qcc_get_qcs(), an error is returned which ensure that no acknowledgement is generated. This required an adjustment on qcc_get_qcs() API which now returns a success/error code. The stream instance is returned via a new out argument.
