CLEANUP: mux-quic: rename functions for mux_ops
Rename all QUIC mux function exposed through mux_ops structure. Use the prefix qmux_* or qmux_strm_*. The objective is to remove qc_* prefix which should only be used in quic_conn layer. This should be backported up to 2.7.
