John Mulligan fb2736dd0a rados: add MgrCommand and MgrCommandWithInputBuffer functions 
Add functions for issuing commands to ceph mgrs with
MgrCommand and MgrCommandWithInputBuffer, implemented simliarly
to the other *Command style functions.
