The older version has some bugs fixed in newer releases. These issues
were exposed on patches not yet merged. We can take this now and
rebase those more complex patch series afterwards.

This commit introduces a new package "rgw/admin" which helps you interact
with the [RadosGW Admin Ops API](https://docs.ceph.com/en/latest/radosgw/adminops).
Not all the API capabilities are covered by this commit, but this is a
solid foundation for adding code on top. I'm expecting a few more
iterations to make 100% complete. Also, the RadosGW Admin API is going
to implement new functions soon (like bucket creation). So this library
will live on and keep catching up.
As many unit tests as possible have been added. A new integration test
suite also runs. The "micro-osd.sh" now deploys a RGW and the
integration suite tests on it. Thus the CI should cover it.
Shout out to @QuentinPerez and @IrekFasikhov for their existing
libraries. They were a very good inspiration to get started.

Add a Statx wrapper for ceph_statx.
Add a type wrapping the statx status info that exposes the various
fields from the C-struct.
Add a type wrapping struct timespec, based on golang's x/sys, for the
time fields in the struct.
Note that the ceph struct is not the same as the linux statx struct.

Establish a go.mod (and go.sum) file such that this library can be
handled as a Go module. This has the added benefit of now being
useful outside of gopath.
I do not believe we need to release to provide/use module support but
we should possibly start considering creating v0 tags soonish.
