This removes the limit on the max buffer size GetImageNames is willing to pass
to rbd_list2, which is somewhat arbitrary and is too small for large clusters.
GetImageNames will continue to start with a small buffer size and retry with a
larger buffer if rbd_list2 returns ERANGE (just without a cap on the max buffer
size it's willing to go to).

Luminous and mimic have not been supported for a few releases now.
There's no need to keep these build tags any more.

The sparsify function can be used to make an image sparse by replacing
runs of zeros with holes. This change adds a wrapper for the basic
rbd_sparsify function and accompanying tests.

A previous change improved our use of pointers such that go vet no
longer had an issue with these lines but if we ever need to change the
interaction between rbd and rados like that again we can now rely on a
single call site `cephIoctx` that will return our ceph/c type given the
public Go-language level type from the rados pkg.
