c75940db29
Add external encoder VVenC for H266/VVC encoding. Register new encoder libvvenc. Add libvvenc to wrap the vvenc interface. libvvenc implements encoder option: preset,qp,qpa,period, passlogfile,stats,vvenc-params,level,tier.
