Michael Niedermayer 65d0bea8f5 add a entry to the policy about fixing warnings (i think this is common sense but if anydeveloper disagrees, just say so 
and ill revert it and we can disscuss it on ffmpeg-dev)

* Read the documentation in the doc/ directory.

2) Licensing
------------

* Read the file COPYING. ffmpeg and the associated libraries EXCEPT
  libpostproc and libswscale are licensed under the GNU Lesser General
  Public License.

* libpostproc and libswscale are distributed under the GNU General Public
  License and their compilation and use is optional in ffmpeg.
