lavf/segment: use correct spelling and value for EXT-X-ALLOW-CACHE tag

Replace wrong "EXT-X-ALLOWCACHE" with "EXT-X-ALLOW-CACHE", and value 1/0
with YES/NO, as per spec.

Fix trac ticket #2228.
