Add a PIX_FMT_HWACCEL flag to the AVPixFmtDescriptor.flags. 

It is used to mark the pixel format used for hardware acceleration
support.

Originally committed as revision 20374 to svn://svn.ffmpeg.org/ffmpeg/trunk
