instead of enabling PowerTools repo, we need to enable CodeReady Builder
repo for RHEL8
also, since we are moving to RHEL8, there is no need to install cmake3
specifically for CentOS. CentOS 8 comes with cmake3.

/bin/bash is a Linuxism. Other operating systems install bash to
different paths. Use /usr/bin/env in shebangs to find bash.

This new ceph-disk workunit re-implements the tests that previously were
in the src/test/ceph-disk.sh src/test/ceph-disk-root.sh scripts and is
meant to run in a virtual machine instead of docker.
