Adds option `mon_allow_pool_size_one` which will be disabled by default
to ensure pools are not configured without replicas.
If the user still wants to use pool size 1, they will have to change the
value of `mon_allow_pool_size_one` to true and then have to pass flag
`--yes-i-really-mean-it` to cli command:
Example:
`ceph osd pool test set size 1 --yes-i-really-mean-it`

Introduce a config option called 'mon_warn_on_pool_no_redundancy' that is
used to show a health warning if any pool in the ceph cluster is
configured with a size of 1. The user can mute/unmute the warning using
'ceph health mute/unmute POOL_NO_REDUNDANCY'.
Add standalone test to verify warning on setting pool size=1. Set the
associated warning to 'false' in ceph.conf.template under qa/tasks so
that existing tests do not break.

Make sure mute and unmute work. Make sure stick is sticky. Mkae sure
counts can go down bupt if they go upt hte mute clears.

Our test admin has been asking for this for the past few years:-)
Besides, this is also useful for operating on large Ceph clusters with
mutliple storage pools possibly spanning over all osds.

The teuthology test did not like the change to remove 'mon addr' from
ceph.conf. The standalone script is easier to test.
Note that it avoids mon names 'a', 'b', 'c' since the MonMap::build_initial
uses those.

Performance evaluations of medium to large size Ceph clusters have
demonstrated negligible performance impact from unnecessarily deep
directory hierarchies but significant performance impact from filestore
split and merge activity. Disable merges by default.

Keep a standalone wrapper for the workunit, so we can test it locally,
leveraging the ceph-helpers to do the setup. Keep a workunit to be
exercised by teuthology.

/bin/bash is a Linuxism. Other operating systems install bash to
different paths. Use /usr/bin/env in shebangs to find bash.

- stop running via make check
- add teuthology yamls to run them
- disable ceph_objecstore_tool.py for now (too slow for make check, and
we can't use vstart in teuthology via a package install)
- drop cephtool tests since those are already covered by other teuthology
tests
- leave a handful of (fast!) ceph-helpers tests for make check for minimal
integration tests.
