resolves an issue where startup of the radosgw-agent races with the
requests we send to it to run sync. uses the requests package with
urllib3 to add retry with backoff to these requests

/var/run/ceph is 770. This is mainly necessary for any
interaction with the daemon sockets, but it is what users do
and it may avoid log noise.

Move the get_user_summary(out, user) logic to util.rgw so that it can be
shared between radosgw_admin_rest.py and radosgw_admin.py and modify
them accordingly.
