btrfs-progs: README: update links and process
Some links point to wiki where a RTD page already exists, change that. Reword the development process so it does not sound that it's mailinglist-only. In the past pull requests were sent and processed so this may encourage more contributions. Signed-off-by: David Sterba <dsterba@suse.com>
