btrfs-progs: mkfs: generate free space tree at make_btrfs() time
With extent-tree-v2 we won't be able to cache block groups based on the extent tree, so we need to have a valid free space tree before we open the temporary file system to finish setting the file system up. Set up the basic free space entries for our temporary system chunk if we have the free space tree enabled and stop generating the tree after the fact.
