The file misc_macros.spt is due heavy usage of the m4 language
hard to parse for third party tools.
Move the macro can_exec() to misc_patterns.spt, which contains
only interface like define blocks.

Deprecate mmap_file_perms and mmap_files_pattern since they are not fully
informative about their access. Replace with a full set of permission
set macros for mmap.
Requested for selinux-testsuite usage.
* fix userdom_search_all_users_home_content() to use search_dir_perms;
* change ssh daemon macro to use userdom_search_all_users_home_dirs() instead of _home_content()
