vo_gl: don't accept 9/10-bit formats as input
...
Make mp_get_chroma_shift() simpler/more generic and add an argument
to get the per-component bit depth.
Use this to check more properly for supported formats in
gl and gl2 vos (only 8 and 16 bit are supported, 9 and 10 are not).

Consistently use MP_MAX_PLANES as size for plane pointer/stride arrays in libmpcodecs.
...
This might avoid some issues since sws_scale in some cases assumes these
have at least 4 valid entries.

Convert vo_x11_border (used in vo_gl/gl2 though the vo_gl_border
macro) to use a wrapper macro in old-style VOs which do not provide a
VO object argument. Before this function had an explicit global_vo
argument in vo_gl/gl2. New vo_vdpau uses it too so use the same
mechanism as most other functions.

Add the new -vf option wich is the same as vop in reverse order.

Syntax is we decided, so you can give the nomes or not with both
vop and vf. vf take precedence over vop.
