Add new audio filter for encoding multi-channel audio into ac3 at runtime.
...
And if set first parameter of this filter to 1, it will do ac3 passthrough
like hwac3 did.

Fix libass to support -nofontconfig.

For history reason, fontconfig is auto-enabled when ass is enabled,
we keep this behavior and document it clearly.
