Martin Storsjö 48f01398ba rtpdec: Cosmetic cleanup 
Mainly clean up the RTP statistics code, plus a few other obviously
misindentend lines.

Remove some useless comments, de-doxygenize some comments,
add spacing around operators and fix a typo.
