Anton Khirnov 88626e5af8 jvdec: check frame dimensions 
The frame size must be set by the caller and each dimension must be a
multiple of 8.

Paul B Mahol a1c036e961 jvdec: unbreak video decoding 
The safe bitstream reader broke it since the buffer size was specified
in bytes instead of bits.

Laurent Aimar b59efc9434 Fixed size given to init_get_bits(). 
init_get_bits() takes a number of bits and not a number of bytes as
its size argument.
