Add ff_ prefix to data symbols of encoders, decoders, hwaccel, parsers, bsf.
None of these symbols should be accessed directly, so declare them as
hidden.

of msmpeg4 code (one now knows where that table comes from).

Explain why the level variable is magically inceased in mpeg4_encode_dc().
It must be in a certain range to avoid DC overflows.
