avcodec/audiotoolboxenc: Fix compile error on OS X 10.8. 

Fixes error "libavcodec/audiotoolboxenc.c:294:50: error: use of undeclared
identifier 'kAudioCodecPropertyPacketSizeLimitForVBR'."

That was added to 10.9:
